The forty-sixth Youth's English Senior Cross-Country Championships took place at Stopsley Sports Centre in Luton. This was the fourth time the race had been held as this location having hosted in 1979, 1983 and 1987. Provincial Insurance Company sponsored the race for the last time having been the sponsor since 1974.

The wind on the day was at its strongest during the Youths' race. After the initial loop had been completed Tim Crossland (Imperial College), Richard Edwards (Southend Harriers & AC) and southern champion Terry Mackin (Old Gaytonians AC) were in the lead group. Steve Lloyd (Wolverhampton & Bilston AC) then moved to the front. Mackin upped the pace as the runners approached the finish winning by just 3 seconds from Lloyd with Edwards third.
Mackin told Athletics Weekly: "I felt comfortable all the way."
